It's hard to tell, but maybe it says 1 for a dollar, and five for three dollars. Did e say why exactly he sent you this picture?
You're too quick to judge. The kids are smart. They know the adults around them will think it's a bargain.

The minhag in flatbush is for the girls to make backyard carnivals during the last week of school. It looks good on a shidduch resume and it gives them practice being productive and making money while their brothers sit and battel ahem, hold the world up with the torah their rebbeim are teaching to the four walls.
This one seems to have been made by three boys and one girl. How's that going to look on the shidduch resume?
