What time does Shabbos start in Peterburg? (or what time does Rabbi Pevzner call it for)? I think Reb Yitzchak Kogan told me that in his day he started at midnight during the white nights and ended after 1 am.
Even in Moscow I have davened mincha after 23:00; no such luck in Dnepr though.
